Introduction
Port Dickson Power Bhd (PDP) was granted a license in 1993 to build and operate a peaking duty gas turbine power plant under the government private electricity generation program. PDP plant was on commercial operation since January 1995 and is currently at its 14th year of operation. PDP is 75 per cent owned by Sime Darby and 25 per cent owned by Hypergentic Sdn Bhd, subsidiary company of Malakoff Corporation.
A 21-year Power Purchase Agreement (PPA) was signed with Tenaga Nasional Berhad (TNB) to buy generating capacity and electricity. The existing term of the PPA is until January 2016 with provision for extension of the term for up to three additional periods of five years each.
PDP power plant is located on a 67-acre site in Tanjung Gemuk, Port Dickson, Negeri Sembilan. The plant is equipped with four 110MW General Electric (USA) gas turbines. The power plant utilises natural gas as its primary fuel and diesel light distillate fuel which is directly piped from the Shell Refinery at Port Dickson as a secondary or back-up fuel.
The power plant is operating according to the ‘open cycle gas turbine mode’ and will supply electric power to TNB for peaking and emergency requirements. The plant has been incorporated with an Automatic Governor Control (AGC) which allows the TNB National Load Dispatch Center (NLDC) in Kuala Lumpur to directly control the output of the power plant according to varying load demands.
PDP is represented by an Executive Director and supported by 10 dedicated employees who manage the human resource, administration, commercial, finance and accounting functions of the company. The operations and maintenance function of the power plant is carried out by Sime Darby Operations & Maintenance (Sime Darby O&M)
Benchmarking against world standards, PDP, for the past 13 years has maintained very high plant availability of more than 99%, forced outage rate of less than 0.2% and commercial starting reliability of close to 100%. PDP is certified with the ISO 9001, ISO 14001 and OHSAS 18001.
